High Plains’ vision for the North Weld Village is to develop the property in phases, with Phase I being the top priority, and the over the next five years build mixed-income affordable units through new construction, and potentially, by adaptively re-using the original brick canning buildings for additional housing, light manufacturing, commercial, and/or community-based space, if feasible.
