- A New Chapter for Housing Solutions in Northern Colorado
As the StarRise Apartments in Greeley approach their final weeks of construction, excitement is building within our community. This 58-unit permanent supportive housing project stands as a testament to what is possible when vision, collaboration, and compassion unite. Not only is construction proceeding smoothly (coming in under budget and ahead of schedule) but StarRise is poised to transform how Northern Colorado responds to homelessness.
The High Plains Housing Development team, in partnership with GL Development Advisors, Workshop8 Architecture, Dwelling Development Financial Advising, and Beaux-Simone Consulting, has worked tirelessly to create a model rooted in best practices. StarRise will offer safe, stable homes for our chronically unhoused neighbors—providing the foundation for lasting change.
Our partnerships are at the heart of this achievement. High Plains is proud to collaborate with North Range Behavioral Health to deliver essential behavioral health and support services, and with Rocky Mountain Communities for trauma-informed property management. Together, we have spent months planning every detail of operations, and soon, we will begin lease-up through the NoCo CoC CAHPS system.
This is more than a building; it is the first phase of a visionary, multi-phase campus that will ultimately bring over 200 deeply affordable homes to those most in need. The impact will be profound: StarRise is expected to significantly reduce the number of chronically homeless individuals in our community, offering hope and stability where it is needed most.
